* Added: Journal now records command errors

* Added: Un-hardcoded Eject/ED rights in some HotSpot commands, resulting in the new "HotSpotsOverride" ACL flag

* Changed: Un-hardcoded check for Eject rights in "ap:whois"; ACL flag "SecurityMsg" is now used

* Fixed: Modified "hotspots:{drop,setmsg,rename}" to deny tourist use

* Added: "Journal Monitor" to UI; shows the last 300 journal entries

* Added: "Restricted Channel Names"; users can be exempted from RCN using the ACL flag 'AnyChannelName'
